HK Emergency Room Fees Rise to $400 from Jan 2026, Free for Critical & Urgent Cases; Public Hospital Patients Capped at $10K Annually

The Hong Kong government has announced details of the reform of public healthcare service fees. With effect from January 1, 2026, the charge for each emergency room visit, except for critical and urgent patients, will uniformly increase from HKD180 to HKD400. For outpatient services, general outpatient visits will cost HKD150 per visit, with an additional HKD5 per medication for up to a four-week supply. Specialist outpatient visits will see an increase to HKD250 per visit, with a medication fee of HKD20 per type, also capped at a four-week supply. Additionally, the Hospital Authority will introduce a "per-item co-payment" concept. Non-emergency radiology diagnostics and pathology tests will incur fees ranging from HKD50 to HKD500 for advanced to high-tier services, while basic services will remain free. Public hospitals will also introduce an "annual fee cap", limiting each individual’s annual out-of-pocket expenses to HKD10,000, with any excess covered by the Hospital Authority, excluding self-funded drugs and medical devices.
